You can move elements effortlessly between foreground and background in the Layers panel. This is what you need to do:

1. Click ‘Layers’ panel
   
   
   
2. Click and drag a layer to bring it to the front or back
   
   
   
3. Hover over a layer and click duplicate to make a copy of it
   
   
   
4. Click delete to erase the layer
   
   
   
5. Click hide to turn off the visibility of the layer.
